This is an excellent Shiva Devotional Mantra. The chanter is contemplating and meditating upon the calm, radiant, eternal, all powerful and all encompassing one who rules over everything in this Universe; this is roughly the meaning of this Mantra.
This Shiva Mantra like the one given in the previous post is for the sincere and dedicated seeker of the truth; one meditating upon Shiva as the cause of all causes and the one and only ultimate truth.
