There is no single correct answer to this question and the answers given by most Saints, Yogis and Gurus will never to able to satisfy everyone.

1] Many devote Hindus would rate the Mahamrityunjay Mantra or the Gayatri Mantra or their favored Vedic Mantra as the most powerful Mantra in the Universe.
2] Shiv Bhakts would naturally rate Om Namah Shivaya – ॐ नमः शिवाय or some other Mantra dedicated to Lord Shiva as the most powerful Mantra.
3] Vishnu Bhakts would definitely say that Om Namo Narayanaya - ॐ नमो नारायणाय or any of their favored Vishnu Mantras is the most powerful Mantra in the whole Universe.
