The Layperson can worship Shiva in any manner in which he is comfortable. The Great Master Adi Shankara had composed the Divine Shiva Manas Puja or a special form of Shiva Bhakti in which the devotee worships Shiva on the mental level without actually performing any kind of Puja or ritual.
